 styling title attribute in links

Hi!
I'm wondering if anyone can assist me in styling the title attribute in links. I've seen this done on several sites, but can't seem to find anything about it.
I found this old thread on the support thread, but the JSfiddle link is no longer active.

Realized I was blind and the javascript was on the other page.

They are using a jquery script called style my tooltips.

Here's the implementation, this would go in wrappers (please rehost the file in your filemanager):

I installed it, but now the titles aren't showing up at all when I hover over links.

Edit #2: Realize I just have to fiddle with the z-index. This can be marked as solved!
